Julien Chaisse
Julien Chaisse is Professor & RGC Senior Research Fellow at CityUHK. He specialises in international economic law, data governance and frontier technologies. He is Editor-in-Chief of the Journal of World Investment & Trade and writes the “Global Lawyer” column for Financial Times fDi Intelligence. He is listed among Stanford University Top 2% Most Highly Cited Scientists in 2023, 2024 and 2025. His recent scholarship includes “Power and Pitfalls of Digital FDI and Cross-Border Data Flows” (World Trade Review, 2023), on the regulation of digital investment and cross-border data flows. He has contributed to World Economic Forum white papers acknowledged by the G7 Digital and Tech Ministers and leads the 2026-2031 project “Semiconductors, Quantum Computing, and AI: the Future of Transnational Economic Law”.
