We are thrilled to announce the Data for Policy 2025 Conference – Europe Edition, to be held in The Hague, Netherlands, on 12 – 13 June, 2025, in collaboration with Leiden University. This conference will bring together researchers, policymakers, practitioners, and industry experts to explore the transformative power of data and AI in driving sustainability and inclusion.
Amidst global challenges, the “twin transition”—encompassing digital and green transformations—has garnered significant attention for its potential to reshape industrial ecosystems and influence social inequalities. However, in the scientific community and policy arena questions have been raised on whether green and digital transitions are mutually compatible or whether one transition can reduce or cancel out the other. Furthermore, we see sustainability as an integrative perspective that includes environmental, social, economical and institutional sustainability. Both public and private sectors are increasingly aligning their objectives towards digital innovation and sustainable practices. Governments are developing policies to guide these transitions, ensuring that technological advancements account for sustainability. Concurrently, substantial investments are being funneled into industries poised to drive this twin transition. Data lies at the heart of this transformation, empowering policymakers to monitor progress in real-time, identify emerging trends, and design impactful and targeted strategies. From driving down carbon emissions to closing the digital divide, data-driven insights offer the actionable intelligence needed to tackle complex challenges and pave the way toward a more equitable, sustainable future. At this nexus, the theme of the European Data for Policy Conference is “Twin transitions in data and policy for a sustainable and inclusive future”. We invite you to explore the concepts behind this theme further by reading the conference chairs’ blog post, Beyond the Buzzwords: Why Twin Transitions Demand Our Attention.
For accepted full papers, our integrated review mechanism offers concurrent assessment for conference presentation and potential publication in the Data & Policy journal. Upon conference acceptance, these papers will proceed to a second review stage for potential Data & Policy journal publication.
In collaboration with our partners TNO and the Centre for Bold Cities, we look forward to welcoming you to Leiden University in The Hague for a truly collaborative and impactful event that will examine how data and AI can accelerate both digital and green transitions toward a more sustainable and inclusive global future.

Andrea Halmos

Deputy Head of Unit, European Commission, DG ENV, Deputy Head of Unit, Unit 01 – Strategy, digitisalisation, better regulation and economic analysis
Andrea Halmos is a Deputy Head of Unit at the European Commission; supporting environmental policy-design and implementation with the use of digital tools in the Directorate-General for Environment (DG ENV). Previously, she worked as Deputy Head of Unit at DG DIGIT’s Interoperability and Digital Government Unit, on the digital transformation of public administrations in the EU through interoperability. Her work included the implementation of the Interoperable Europe Act, with particular focus on the role of interoperability on common European data spaces, AI in the public sector, GovTech and the digital transformation of local and regional administrations.
